Chermoula, Preserved Lemon, and Lake Taupō Rainbow Trout

Moroccan cooks along the Atlantic coast blend coriander, garlic, cumin, and preserved lemon into a paste called chermoula, then coat firm white fish before baking it in a clay dish. The preserved lemon rind softens in the oven and releases a salty, fermented citrus note that permeates the flesh. Lake Taupō rainbow trout feed on smelt and kōura in cold, oxygen-rich water. The flesh is firm and mild, and it absorbs the chermoula without losing its structure through a covered bake. A bed of saffron couscous sits beneath the fish, soaking up the juices and the olive oil. A spoonful of harissa thinned with yogurt brings a slow, smoky heat that balances the brine of the preserved lemon.

The Fish

  • 4 Rainbow Trout fillets: Skin off, pin bones removed, approximately 180g each, from Lake Taupō
  • 1 teaspoon fine sea salt
  • 2 tablespoons extra-virgin olive oil

The Chermoula

  • 1 large bunch fresh coriander, leaves and thin stems (about 80g)
  • 4 cloves garlic, roughly chopped
  • 1 tablespoon ground cumin
  • 1 teaspoon ground coriander
  • ½ teaspoon smoked paprika
  • ½ teaspoon ground turmeric
  • 1 preserved lemon, rind only, chopped (about 2 tablespoons)
  • 60ml extra-virgin olive oil
  • 2 tablespoons lemon juice
  • 1 teaspoon fine sea salt

The Saffron Couscous

  • 300g couscous (medium grain)
  • 1 pinch saffron threads, steeped in 2 tablespoons hot water for 10 minutes
  • 400ml hot vegetable or chicken stock
  • 2 tablespoons extra-virgin olive oil
  • ½ teaspoon fine sea salt
  • 20g unsalted butter, cut into cubes

The Harissa Yogurt

  • 200g full-fat plain yogurt
  • 2 tablespoons harissa paste (rose harissa preferred)
  • 1 teaspoon lemon juice
  • Pinch of fine sea salt

To Serve

  • 1 preserved lemon, rind only, thinly sliced into strips
  • ½ cup fresh coriander leaves
  • ½ cup fresh mint leaves, torn
  • 2 tablespoons extra-virgin olive oil, for finishing
  • Lemon wedges

Preparation and Cooking Method

1. Make the Chermoula

Place the coriander leaves and thin stems, garlic, cumin, ground coriander, smoked paprika, turmeric, chopped preserved lemon rind, olive oil, lemon juice, and salt into a food processor. Pulse until the mixture forms a coarse paste with visible flecks of green. Stop before it becomes a smooth puree; texture in the paste creates pockets of concentrated flavor on the surface of the fish. Scrape down the sides once halfway through. The yield should be about 150ml of paste.

2. Marinate the Trout

Pat the rainbow trout fillets dry on both sides with paper towels. Season lightly with the fine sea salt. Lay the fillets in a single layer in a shallow non-reactive dish. Spread half the chermoula over one side of each fillet, then flip and spread the remaining chermoula on the other side. Coat every surface evenly. Cover and refrigerate for 30 minutes. The oil in the paste carries the cumin and garlic into the outer layer of the flesh. Do not exceed 45 minutes; the lemon juice in the chermoula will begin to cure the surface and turn the texture chalky.

3. Prepare the Couscous

Place the couscous in a wide, shallow bowl. Pour the hot stock over the couscous, then add the olive oil, salt, and the saffron with its steeping water. Stir once to distribute. Cover tightly with a plate or plastic wrap and leave for 10 minutes. The grains will absorb all the liquid and swell to double their size. Fluff with a fork, breaking up any clumps. Fold in the butter cubes so they melt through the warm couscous. Cover again and keep warm.

4. Mix the Harissa Yogurt

Stir the yogurt, harissa paste, lemon juice, and salt in a small bowl until smooth and pale orange. Taste. Rose harissa carries a rose-petal sweetness beneath the chilli; standard harissa leans more sharply toward heat. Add more harissa a half teaspoon at a time if the yogurt reads too mild. Set aside at room temperature; cold yogurt dulls the flavors on the plate.

5. Bake the Trout

Preheat the oven to 200°C. Lightly oil a baking dish large enough to hold the four fillets in a single layer without overlapping. Lift the fillets from the dish, letting excess chermoula drip back. Lay them in the baking dish with space between each piece. Spoon the chermoula that remains in the marinating dish over the tops of the fillets. Pour 2 tablespoons of water into the bottom of the baking dish; the steam keeps the surface from drying out during the bake. Cover the dish tightly with foil. Bake for 12 minutes. Remove the foil and bake for 4 more minutes. The chermoula will darken slightly at the edges and the flesh will flake when pressed. Internal temperature at the thickest part should reach 52°C. If the fillets are thicker than 2.5cm at the head end, leave them in for 2 additional minutes after removing the foil.

6. Plate

Spoon a mound of saffron couscous onto each of four plates. Set one trout fillet on top of the couscous. Spoon any pan juices over the fish. Add a generous spoonful of harissa yogurt beside the couscous. Scatter preserved lemon strips, coriander leaves, and torn mint over the fish and couscous. Finish each plate with a drizzle of olive oil and a lemon wedge. Serve immediately.

Chef’s Notes for Success

  • Preserved lemon: Use the rind only. The flesh is bitter and carries more salt than the dish needs. Rinse the rind briefly under cold water before chopping to remove surface brine.
  • Harissa heat: Rose harissa from Tunisian suppliers is milder and more aromatic than North African grocery brands. If you cannot find it, standard harissa works; reduce the quantity to 1½ tablespoons and add ¼ teaspoon ground cumin for depth.
  • Couscous grain size: Medium-grain couscous absorbs stock evenly. Fine couscous can turn sticky; if that is what you have, reduce the stock to 350ml and fluff twice instead of once.
  • Baking dish size: The fillets need at least 2cm of space between them. Overcrowding traps steam and the chermoula washes off into a thin puddle instead of coating the fish.
  • Foil cover: Keep the foil tight for the first 12 minutes. Steam loosens the chermoula so it bastes the fish. Removing it too early dries the surface before the center is cooked.
  • Fillet thickness: Pieces thicker than 2.5cm at the head end need 2 extra minutes uncovered. Thin tail sections finish in 14 minutes total; check them first with a fork.
  • Marination limit: The lemon juice in the chermoula firms the surface. After 45 minutes the outer layer turns chalky and resists the fork. Set a timer.
